François Davenne to head up UIC


Worldwide railway organisation the UIC (Union internationale des chemins de fer, or International Union of Railways) has appointed François Davenne as its new director general from 1 July 2019 for a four-year term.

François Davenne succeeds Jean-Pierre Loubinoux, who served as director general of the UIC for over ten years. He joined the association as deputy director general in January 2019, to a smooth transition from his predecessor.

The UIC announcement states that, during his term of office, Mr Davenne will focus particularly on “improving the perception of the rail sector and on consolidating the position of the railways as the backbone of smart and decarbonised mobility”.

The announcement continues: “To fight against climate change and to establish the railways as the transport mode of the future, UIC must serve as a central forum in which its members can define an innovative technical vision.”

Mr Davenne, who graduated from the Ecole Nationale Supérieure des Télécommunications d’Evry in 1988 and from the Ecole Nationale d’Administration (ENA) in 1999, spent three years with the French Ministry of Transport, working on railway safety and regulation with an emphasis on European regulations. In 2012, he was elected to be secretary general of OTIF, the Intergovernmental Organisation for International Carriage by Rail, a post he held until the end of 2018.
